A Chinese factory found to be producing adult diapers from used ones has again put business ethics in the mainland into question, a provincial news website reported. The secret factory located in Linyi City, Shandong province was uncovered in a joint investigation by local health care, business and quality control authorities on Wednesday as a part of operations conducted on China’s annual consumer rights day.

The discovery is yet another in a string of incidents going back a decade in which mainland Chinese factories have been found illegally reusing waste.
In 2007, a factory was discovered recycling condoms into hair bands, while in 2015, a factory in Jiangsu province was discovered bleaching used napkins and reselling them as counterfeit tissue papers. Several men were prosecuted last year in Nanjing, Jiangsu province for selling plastic pellets made from medical waste for use in toys and tableware.
